He started his career in the civil service at eighteen and became involved in the Institution of Professional Civil Servants, later leading as general secretary of the merged organization Prospect from 2001. Noon was a prominent figure in the Trades Union Congress, focusing on energy and environmental issues. He chaired the Council of Civil Service Unions twice and retired in 2012, receiving an OBE. Post-retirement, he served as a director at Unity Trust Bank.
