He initially studied medicine at Tartu State University before pursuing singing at Tartu Music School. Volmer performed with the Vanemuine theatre's choir and worked at the Endla Theatre. He appeared in several films, including the notable Estonian movie Perekond Männard. He was also the father of opera singer Priit Volmer and became widely recognized for his role in the film that brought him fame.
