Penka Mihailova was a Bulgarian partisan born on December 14, 1914, in Teteven. She moved to Sofia in 1934 and worked as a tram conductor before being dismissed for being deemed unreliable due to her suspected communist activities. Imprisoned in a concentration camp during WWII, she later returned to Sofia and became involved with the Bulgarian Workers' Party, helping partisans from the Chavdar detachment. Mihailova joined the Partisan movement in January 1944 and was captured and executed in 1945.
