He earned a B.A. in American government from the University of Virginia and a Master's of Public Administration from Drake University. A member of the Republican Party, Cownie served in the Iowa House of Representatives from 2009 to 2019, initially in District 60 before moving to District 42 due to redistricting. His mother, Patricia Cownie, was appointed to the Iowa Board of Regents in 2015 and served as president pro tem.
