A member of the Australian Labor Party, he served in the Victorian Legislative Assembly from 1992 to 2006, representing Geelong North and Lara. He held various roles, including Deputy Speaker and shadow minister, and was chair of the Public Accounts and Estimates Committee. Loney retired before the 2006 elections amid a preselection challenge, and John Eren succeeded him in his seat.
