Philips had a notable education at Barker College, and after serving in the AIF, he worked as a solicitor and held various director roles in financial institutions. He was active in the Liberal Party and served as president of electoral councils. After his retirement, he chaired the Odyssey House McGrath Foundation until 2000. He passed away on May 11, 2009.
