He graduated from Imperial College in 1956 and began his career at Sandemann Kennard and Partners, focusing on dam construction. Notable projects included the Kainji Dam in Nigeria and various dams in the UK such as Epingham and Roadford. He returned to Imperial College as a lecturer in 1969, becoming a professor in 1987 before retiring in 1996. Vaughan was recognized as a Fellow of the Institution of Civil Engineers and the Royal Academy of Engineering.
