Philip Ian Mounstephen, born on July 13, 1959, is a British Anglican bishop and missionary. He became the Bishop of Winchester in 2023, after serving as the Bishop of Truro from November 2018 to 2023. Before his episcopal roles, he was the executive leader of the Church Mission Society and worked for the Church Pastoral Aid Society. His ministry also includes service in various parishes across the Diocese of Oxford, the Diocese of Southwark, and the Diocese in Europe.
