Born in St. Louis, Missouri, she studied at Vanderbilt University before becoming a social worker in Johnson County, Kansas. Throughout her political career, she focused on issues related to the adoption system and later faced criticism as Secretary for her department's handling of cases related to assistance for the poor and foster children.
