He was born in Talisay, Negros Occidental, and held various positions including director of the Bureau of Purchase and Supply during World War II. Mapa established significant roles in agriculture and economy, and was a key recipient and creator in the Philippine sugar industry and finance sectors. He was involved in founding the Metropolitan Bank and Trust Company and had seven children, one being Placido Ledesma Mapa, Jr.
