Khalvashi completed his education at the Batumi Pedagogical Institute and the Higher Literary Courses of the Gorky Institute of World Literature in Moscow. He was also active in politics, serving as the chairman of the Supreme Council of Adjara and as a member of the parliament of Georgia. He authored numerous books, which were translated into various languages, including Armenian.
