Protais Zigiranyirazo, born on February 2, 1938, is a Rwandan businessman and politician, commonly known as Monsieur Zed. He served as the governor of the Ruhengeri prefecture in northwestern Rwanda from 1974 to 1989. Zigiranyirazo, of Hutu ethnicity, had close ties to the Hutu political and military establishment, being the brother of Agathe Kanziga, wife of President Juvénal Habyarimana. He has been accused of involvement in the Rwandan genocide and the assassination of Dian Fossey in 1985. In 1989, he resigned from his governor position to study in Canada but was expelled in 1993 due to threats against Tutsi refugees.
