He was also a member of the commission on legislation, legal order, and law enforcement issues of the Supreme Council of the Republic of Bashkortostan. Notably, on October 11, 1990, he was a deputy in the 12th session of the Supreme Council, contributing to the Declaration of State Sovereignty of the Bashkir ASSR.
