Valery Evgenyevich Parfenov (born 1950) is a Soviet and Russian medical scientist, neurosurgeon, and healthcare organizer. He obtained his Doctor of Medical Sciences degree in 1984 and became a professor in 1985. Parfenov has been an academician at the S. M. Kirov Military Medical Academy since 2008 and holds the rank of Major General in the medical service. He has served as the director of the Saint Petersburg Research Institute of Emergency Medicine since 2012 and is a recipient of the State Prize of the Russian Federation in science and technology (2003).
