He served as the Chairman of the Executive Committee of the Yoshkar-Ola City Council of Workers' Deputies from 1968 to 1981. Zotov was a participant in World War II, achieving the rank of Lieutenant Colonel in 1951. He was honored as an honorary citizen of Yoshkar-Ola in 1995 and of the Soviet District of the Mari El Republic in 2000.
