Valery Davydovich Chernyayev (born March 9, 1937) is a scientist and engineer in the field of oil industry. He served as the chief engineer and deputy head at the Ural-Siberian administration of main oil pipelines from 1970 to 1978. From 1980, he was the head of the main department of oil transportation and delivery at the USSR Ministry of Oil Industry, and from 1991, he became the deputy minister. He was president of the Transneft company from 1993 to 1998, and is a Doctor of Technical Sciences and a professor.
