Born in Nerchinsk, he began singing in a choir at an early age and later performed with various ensembles. He worked extensively in cultural activities in the Transbaikal region and organized numerous folklore expeditions. Volkov wrote over 200 songs, many based on poems by local poets. He held several honors, including being named a Honorary Citizen of the Chita Region. He passed away on November 6, 2014, in Chita.
