Alyaksandr Siarhiei Mikhaliou (born November 12, 1939) is a Belarusian scholar, Doctor of Technical Sciences (1980), and professor (1982). He graduated from the Ryazan Radio Engineering Institute in 1962. Mikhaliou is the founder and head of the Department of Cybernetics (1981-2002) at the Belarusian State University, which is now known as the Department of Telecommunications and Information Technologies.
