Vyacheslav Afanasyevich Kiktenko (February 2, 1907 – October 12, 1977) was a prominent hydropower engineer and Doctor of Technical Sciences in Kazakhstan. Graduating from the Central Asian Water Engineering Institute in 1931, he held key positions within the Kazakh SSR Water Management Ministry until 1942, then served as head of a laboratory at the Kazakh Energy Research Institute from 1945 to 1977. His doctoral thesis in 1966 focused on river flow regulation and he contributed significantly to water supply issues in arid regions of Kazakhstan. He was decorated with the Order of the Red Banner of Labour.
