Tolebay Qosabekuly Rakybekov (born February 13, 1953) is a Kazakh doctor of medical sciences and a professor. He completed his education at Semey State Medical Institute and Kazakh National University. Over his career, he has served as an intern at a polymetallic plant, a doctor, deputy chief physician, and held various leadership roles in Kazakhstan's healthcare sector, including the chair of the Health Committee and advisor to the Prime Minister. Since 2002, he has been the head of the management board at Kazakhstan Temir Zholy.
