Born in Bucheon, he graduated in textile engineering from Hanyang University. After pursuing agriculture in his hometown, he became involved with the Ojeong Agricultural Cooperative, eventually serving as its chairman. Elected as a representative in the 1996 and 2000 elections, he held roles such as deputy floor leader and ethics chair. His political career was marked by controversy, leading to his defeat in 2004.
