罗文治 (1917年3月—1997年3月), also known as Zhang Jinfang, was a Chinese political figure from Shanxi Province. A member of the Communist Party of China since February 1937, he played significant roles during the early revolutionary activities in Shaanxi and held various leadership positions, including Secretary of the Shaanxi Provincial Committee and Deputy Secretary of the Provincial Discipline Inspection Commission. Post-1949, he contributed to the education and history of the Communist Party in Shaanxi.
