He has held various significant political positions including Mayor of Gwangju, Governor of South Jeolla Province, and Vice Minister of Internal Affairs. During the government of President Kim Young-sam, he served as the Minister of Agriculture, Forestry and Fisheries, and under President Kim Dae-jung, he was the Minister of Administrative Affairs. Choi is also a member of the National Assembly representing the Democratic Party.
