Johann Eduard Sõmer was an Estonian clergyman and mayor born on June 20, 1902, in Kärla vald, Saaremaa. He studied law and theology, graduating in 1934. He served as a clergyman in various congregations and became the mayor of Mõisaküla in 1939. After fleeing to Germany in 1944, he moved to the USA in 1950, where he worked as an assistant pastor in Detroit until his death on February 22, 1964.
