Ma Shenglin (May 1933 – December 31, 2017) was a General in the People's Liberation Army of China, born in Tianjin. He joined the Communist Party of China in May 1952. Ma served as the political commissar of the 39th Group Army from March 1986 to June 1990, and later as the political commissar of the Liaoning Provincial Military District until December 1992, attaining the rank of Major General. He held various positions within the provincial committee and passed away in Shenyang at the age of 84.
