Born on August 3, 1930, in Luhansk, USSR, he served as a professor at the East Ukrainian National University. He held the position of rector at the Ivano-Frankivsk Institute of Oil and Gas from 1970 to 1977. Lokotosh was an academician of the Ukrainian Technological Academy and a corresponding member of the Academy of Economic Sciences of Ukraine. He was also an honorary citizen of Luhansk since 1995, and he passed away on June 29, 2011.
