Agarkov initiated the consolidation of small production sections and brigades, which improved efficiency but overworked laborers. His methods included a flow installation and welding technique, leading to significant restructuring and layoffs within factories. His initiative, known as the 'Agarkov movement', gained widespread recognition and was supported by local party officials.
