Born on October 17, 1951, in Kuldja, Xinjiang, China, he is not subject to any central authority but is in Eucharistic communion with independent hierarchs and their clergy. He served as a bishop of the non-canonical Russian Orthodox Church Outside Russia (ROCOR) from 2007 to 2017 and was previously a priest in the Russian Orthodox Church Abroad.
