Valentin Yosepovich Harutyunov was an Armenian scientist in the field of measurement technology, born on March 23, 1908, in Ashgabat, Russian Empire, and died on February 19, 1976, in Leningrad, USSR. He earned a doctorate in technical sciences in 1949 and became a professor in 1950. Harutyunov was instrumental in developing standard measurement systems for electrical and magnetic quantities and contributed to various new directions in metrology. He authored 12 inventions, 10 monographs, and textbooks, while serving as director of the D.I. Mendeleev All-Union Research Institute of Metrology from 1956 to 1976.
