Хошави Бабакр, born on March 8, 1962, in Barzan, Iraq, is an Iraqi-Kurdish politician and diplomat serving as the representative of the Kurdistan Regional Government in Russia and CIS countries. He holds a doctorate in economics. After fleeing to Iran following the September uprising's defeat in 1975, he began political activities during his education in Karaj. He studied economics at Kyiv State University from 1983 to 1989, eventually leading the Democratic Party of Kurdistan's diaspora organization in Southern Sweden. Since 1999, he has represented Iraqi Kurdistan in Moscow.
