Stepan Sarkisovich Badalyan (born March 20, 1945) is an Armenian state figure. He studied applied mathematics at Yerevan State University from 1968 to 1973. He worked at the Institute of Economics and Planning in Armenia from 1973 until 1990, serving as a researcher and later as head of the research department. Badalyan was a deputy in the Supreme Council of the Armenian SSR in 1990-1991 and then served as Armenia's Minister of Emergency Situations from 1991 to 1997.
