He served as the deputy minister for instrument building, automation, and control systems in the USSR from 1965 to 1979. Matkin held various positions in Penza, including director of the Analytical Machines Factory, secretary of the Oblast Committee of the CPSU, and chairman of the Executive Committee of the Oblast Council. He passed away on November 27, 1993, in Moscow.
