Dmitry Pavlovich Plotnikov (August 2, 1918 – September 4, 2012) was a military officer of the Soviet Union. He participated in the Great Patriotic War and the Soviet–Japanese War. He served as the military commandant of Shenyang (Mukden) in 1945 and held the position of military commissar in the Komi ASSR from 1960 to 1966, as well as in Kurgan Oblast from 1966 to 1973. He was promoted to the rank of Guards Colonel in 1955 and was declared a Hero of the Russian Federation in 1996.
