Kwei See-kan (桂詩勤) was a Hong Kong civil engineer and public servant born on December 3, 1933. He served as the Director of Highways from October 1989 to December 1993, becoming the first Chinese to hold that position. Kwei graduated in civil engineering from the University of Hong Kong and worked his way up through various engineering roles. He was involved in significant infrastructure projects such as the New Territories Circular Road and major water supply schemes. After retirement, he worked for the Hong Kong Airport Authority as a project oversight manager.
