Saleh Hilal oğlu Hacıyev was an Azerbaijani construction engineer and statesman born on October 25, 1932, in Bərdə District. He served as the Minister of Melioration and Water Management of Azerbaijan from 1988 to 1993. His notable positions included Deputy Minister of Construction and Special Construction Works for the Azerbaijan SSR from 1983 to 1988, Head of the Main Melioration Construction Directorate in Azerbaijan SSR from 1974 to 1983, and Minister of Rural Construction from 1971 to 1974. He was awarded the title of Honored Engineer in 1981.
