Born on October 3, 1933, in Port Said, he served as the President of the Supreme Constitutional Court from July 1, 1991, to June 30, 1998. He is credited with establishing the monumental design of the Supreme Constitutional Court, which reflects Pharaonic architecture along the banks of the Nile in Maadi.
