He was born in Kharkiv and later moved to Leningrad, where he survived the blockade and completed his education. Neplok became the head of the electrical engineering laboratory at LOMO and was instrumental in developing the BTA-6 telescope. He emigrated to the United States in 1996, changing his last name to Neplok, and received the Lenin Prize in 1978 for his work on an innovative optical telescope.
