Delcho Antonov Kamenev is a Bulgarian biologist who served as the rector of Shumen University from 1979 to 1983 and again from 1987 to 1991. He is a member of the American Society of Ecologists and a licensed expert in program and institutional accreditation. Kamenev was also a secret collaborator with the State Security. In 2010, he was awarded an honorary gold badge by Shumen University and recognized as an honorary citizen of Shumen on the occasion of his 70th birthday.
