Melahat Hulusi Hacıbulgur was a Turkish Cypriot health inspector and the founder of the first blood bank in Northern Cyprus. Born on April 28, 1910, in Nicosia, she completed her education at Victoria Girls' High School and later at Çamlıca Girls' High School in Istanbul. In 1932, she became a health inspector, focusing on malaria control. Hacıbulgur received training from a microbiologist in Greece and led the blood bank, overcoming initial resistance from Greek communities. She managed the blood bank in the Turkish sector of Nicosia until her retirement in 1970.
