Vladimir Dmitrievich Ugrak was a Soviet party and state leader born on July 17, 1926, in Bolshoye Sorokino, Ishimsky District, Ural Region, RSFSR, USSR. He served as the First Secretary of the Tyumen City Committee of the Communist Party from 1975 to 1978. Later, he was the Chairman of the Tyumen Regional Committee for People's Control from 1979 until 1988. He passed away on July 11, 2000, in Tyumen.
