Qasım İsrafil oğlu Abdullayev, born on October 10, 1957, in Tovuz, is a prominent Azerbaijani engineer and academic. He serves as the head of the Communication Construction and Communal Economy Issues Department of the Cabinet of Ministers of the Republic of Azerbaijan since 2018. Abdullayev previously held the position of director at the Production Technical Integration Department of Azərtunelmetrotikinti from 1999 to 2014. His contributions to engineering have been recognized with the prestigious Şöhrət order and his designation as an honored engineer of Azerbaijan in 2017.
