He served as the Deputy Speaker of Lok Sabha and made significant contributions as Union Minister for Labour, advocating for a minimum bonus formula that led to the Payment of Bonus Act, 1972. A founder of the Congress Socialist Party, he was involved in various leftist movements and parties, eventually rejoining Congress. Khadilkar was also an active participant in India's independence struggle, facing imprisonment for his efforts.
