Rahmi Güner was a Turkish politician born in Ordu, Turkey. He graduated from the Istanbul University Faculty of Law in 1969 and worked as a freelance lawyer. He joined the Republican People's Party (CHP) in 1970 and held various positions including member of the party's board in Ordu and served as the provincial chairman. He was a member of the Justice Commission in the 23rd term of the Turkish Grand National Assembly. Güner spoke English, was married, and had two children.
