Rain Ottis is an Estonian computer scientist and the head of the Cybercrime and Cybersecurity Center at Tallinn University of Technology. He studied computer science at the U.S. Military Academy at West Point from 1999 to 2003 and later obtained a master's degree in computer science from Tallinn University of Technology, followed by a PhD. His research focuses on the concept of cyber warfare from perspectives of international law, military capability, and civilian use. In 2016, he was awarded the Order of the White Star, Class V by President Toomas Hendrik Ilves.
