Randi Rosenqvist is a Norwegian forensic psychiatrist born in 1951 in Chicago. She moved to Norway shortly after birth, growing up in Oslo and Trondheim. After studying medicine at the University of Kiel, she became a specialist in psychiatry in 1987. Her career includes work in several hospitals and in the Norwegian Correctional Service, where she notably observed Anders Behring Breivik. Rosenqvist led the Norwegian Forensic Psychiatric Commission and currently heads the National Action for the Preservation and Development of Psychiatric Hospitals. She authored a book on forensic psychiatry in 2009.
