Raymond A. Spicer is the Chief Executive Officer of the United States Naval Institute and a retired Rear Admiral of the United States Navy. He served as a surface warfare officer and held the position of Deputy Assistant to the President and Director of the White House Military Office from March 2007 to January 2009. Following his Navy retirement, he directed Kestrel Programs at Boeing and later joined IBM in 2015, where he led the Defense and Intelligence Technology Sales team. In August 2023, he was appointed CEO of the Naval Institute.
