D. Raymond Carter was an American Republican politician, lawyer, and teacher. He served in the Missouri General Assembly in both the Missouri Senate from 1941 until 1944 and the Missouri House of Representatives from 1937 until 1940. Carter was educated at Seymour high school, Southwest Missouri State Teacher's College, and the University of Missouri School of Law. He married Ethel Frances Monville in 1933 and passed away in 1968, with his burial at Seymour Masonic Cemetery in Missouri.
