Ricardo Ramoran Visaya is a retired general of the Philippine Army and has been the administrator of the National Irrigation Administration since 2017. He served as the 47th Chief of Staff of the Armed Forces of the Philippines from July to December 2016 and held various command positions, including commanding general of the AFP Southern Luzon Command and the 4th Infantry Division. He is an alumnus of the Philippine Military Academy Class of 1983.
