Richard Arrington Jr. was the first Black mayor of Birmingham, Alabama, serving from 1979 to 1999. His tenure lasted 20 years, during which he succeeded David Vann. After completing five terms, he retired and appointed then-City Council president William A. Bell as interim mayor. Bell later lost the subsequent election to Bernard Kincaid.
