He led the Horrocks-Ibbotson Company as President from 1942 to 1968 and was active in local civic organizations. A member of the Democratic Party, he was involved in various political campaigns, including an unsuccessful run for Mayor of Utica and the lieutenant governorship. Balch served as Chairman of the New York State Democratic Committee and played a vital role in Democratic electoral successes in the 1950s. He also served on the New York State Public Service Commission.
